Permissibility of Using Zakat Funds for Printing and Distributing the Quran: An Analysis Based on Surah At-Tawbah, Verse 60

About the permissibility of using zakat funds for printing/distributing the Quran. The referenced Surah At-Tawbah, verse 60, which states:
“إِنَّمَا ٱلصَّدَقَـٰتُ لِلۡفُقَرَاۤءِ وَٱلۡمَسَـٰكِینِ وَٱلۡعَـٰمِلِینَ عَلَیۡهَا وَٱلۡمُؤَلَّفَةِ قُلُوبُهُمۡ وَفِی ٱلرِّقَابِ وَٱلۡغَـٰرِمِینَ وَفِی سَبِیلِ ٱللَّهِ وَٱبۡنِ ٱلسَّبِیلِۖ فَرِیضَةࣰ مِّنَ ٱللَّهِۗ وَٱللَّهُ عَلِیمٌ حَكِیمࣱ”
(Alms-tax is only for the poor and the needy, for those employed to administer it, for those whose hearts are attracted ˹to the faith˺, for freeing slaves, for those in debt, for Allah’s cause, and for ˹needy˺ travellers. This is an obligation from Allah. And Allah is All-Knowing, All-Wise.) [Surah At-Tawbah: 60]. It was explained that the category of people who need to have their hearts softened towards Islam includes those who support da’wah efforts. This was supported by a fatwa from Shaykh Ibn Jibreen, which permits the use of zakat for da’wah and charitable causes that lead to good outcomes and benefit the Muslim community. The importance of understanding the objectives of zakat was emphasized, which is to ensure the functionality and optimization of critical functions and services for the wellbeing of the Ummah, and not limiting it to only certain needs. Sh. Abdul Rahman Khan of ICNA Shura Council of fiqqa and some other scholars have also given similar Fatwas.
